Significant changes to the system OSEP uses to collect the IDEA Part B and Part C State Performance Plan/Annual Performance Reports (SPP/APR), and how it disseminates SPP/APR-related information. Beginning Oct. 1, OSEP will no longer maintain its OSEP GRADS360° webpage (https://osep.grads360.org/#program). This information was originally shared in multiple sessions at the 2019 OSEP Leadership Conference in July.
OSEP is transitioning the State Performance Plan/Annual Performance Report (SPP/APR) submission tool from the GRADS360° platform to the Department’s universal APR platform. The universal APR platform is the same tool that states will use to submit its Consolidate State Performance Report and operates on the same system that states use to submit data to EDFacts.
This change allows OSEP to update its SPP/APR reporting tool to address the concerns that we all had about the aging system on GRADS360°. It also places the SPP/APR on a platform that is fully supported by the Department and meets increasing cyber security requirements. OSEP will hold multiple training sessions on the new system and will provide ongoing technical assistance. Because of the transition to the new reporting tool, the system will not open for state submissions until January 1, 2020. OSEP will provide submission templates in October to assist states in preparing submissions prior to the time that the system opens.
OSEP is currently migrating documents from GRADS360°, including the prior years’ SPP/APR to other Department websites. We will provide states with an updated link to its FY17 SPP/APR, submitted in Feb. 2019, for use on the state website. OSEP will provide more information on the exact location of documents migrated from GRADS360° by Oct. 1.
