Dear State Director:
I am writing to you about the requirement in the SPP/APR Indicator Measurement Table to align the Workforce Innovation and Opportunity Act (WIOA) and Indicator 14 definitions of competitive integrated employment, beginning with the Federal Fiscal Year 2018 SPP/APR submission, due on February 1, 2020. A number of State directors, as well as others in the field, have expressed concerns regarding difficulties with collecting valid and reliable data to meet the this Indicator 14 requirement.
In consideration of these concerns, OSEP will delay this submission by one year (until February 1, 2021). For the FFY 2018 SPP/APR submission, due February 1, 2020, States may continue to use either of the two options included in the SPP/APR Indicator Measurement Table.
