Dear Colleague,
The Council of Chief State School Officers (CCSSO) is pleased to inform you that we have recently released a new publication, CCSSO Framework on Supporting Educators to Prepare and Successfully Exit English Learners with Disabilities from EL Status. This framework is meant for State Education Agency leaders responsible for creating and monitoring standardized, statewide procedures for exiting English learners (ELs) from EL status. This resource would be particularly helpful when considering ELs with disabilities for whom disentangling English language proficiency and disabilities may be particularly challenging, and who are therefore at risk of either inappropriately remaining in or prematurely exiting EL status. There are two sections included in this framework:
Part I: Considerations for Exiting ELs with Disabilities from EL StatusPart II: Considerations for Providing Technical Assistance to Districts Serving ELs with Disabilities Who are Not Yet Able to Exit EL Status.
Many of the recommendations offered in this framework directly stem from or are further described in the CCSSO English Learners with Disabilities Guide. We recommend that the present framework and previous guide be used as companion documents.
We hope that this publication proves to be a valuable resource, and we thank you for your work and dedication to supporting English learners across the country. Please feel free to share this resource with your colleagues as you deem appropriate.
